Under the agreement, Scale AI's data engine is deployed within Microsoft Azure's sovereign cloud region in Doha, ensuring that sensitive state records and citizen communications remain strictly within national borders. The initial focus is centered on generating high-fidelity reinforcement learning from human feedback (RLHF) datasets for public administration. Over two hundred bilingual Qatari subject-matter experts—spanning legal scholars, civil engineers, and public health specialists—are collaborating with the platform to evaluate, correct, and annotate complex government workflows, creating verified datasets for model fine-tuning.
The primary beneficiaries of the initiative are line ministries seeking to automate high-volume citizen services. The Ministry of Justice is utilizing annotated legal corpuses to train document summarization models capable of cross-referencing proposed commercial contracts against statutory provisions in Qatar's Civil and Commercial Code. Similarly, the Ministry of Municipality is training computer vision models on geotagged urban aerial imagery, automating the inspection of commercial building permits and zoning compliance.
By investing heavily in the underlying data layer rather than relying exclusively on off-the-shelf foreign models, Qatar is establishing durable intellectual property and sovereign engineering capability.
