The Qatar Investment Authority (QIA), the country's sovereign wealth fund managing over $500 billion in assets, has formally launched Qai, a dedicated national artificial intelligence investment and operational company. Positioned as Qatar's technological counterpart to international sovereign vehicles, Qai is tasked with deploying strategic capital across the entire machine learning value chain: from high-density, liquid-cooled hyperscale data centers to localized Arabic model development and commercial enterprise adoption.

A core operational priority for Qai is the delivery of domestic computational capacity. In late 2025, QIA finalized a cornerstone joint venture with global infrastructure asset manager Brookfield to build and operate a high-efficiency computing campus in Qatar, designed specifically to accommodate power-intensive AI accelerators. The facility utilizes advanced direct-to-chip liquid cooling technology, achieving world-class power usage effectiveness (PUE) metrics despite extreme summer ambient desert temperatures, and is directly linked to Qatar's expanding solar photovoltaic generation capacity.

Beyond physical data center real estate, Qai acts as an institutional venture builder, identifying strategic gaps in the regional software ecosystem and seeding domestic champions. The firm is co-developing enterprise software solutions tailored to Qatar's core economic pillars, including liquefied natural gas (LNG) export logistics, sovereign financial services, and media broadcasting. Qai also collaborates closely with Hamad Bin Khalifa University's Qatar Computing Research Institute (QCRI), providing commercialization pathways and venture capital for spin-out technologies derived from the Fanar foundation model.

The creation of Qai marks a decisive shift in Qatar's economic diversification strategy, moving sovereign capital from passive international portfolio allocations into active domestic technology building. As Gulf neighbors scale their respective AI initiatives, Qai provides Qatar with an agile, well-capitalized institutional vehicle capable of negotiating global technology joint ventures and securing the computing power necessary to sustain long-term digital sovereignty.
